Power up problems-need help

I recently finished my build which was:

I7 4790k-CPU

Amd Radeon r9 290-gpu

Asrock extreme4 -mobo

Azza hurrican 2000-case

Evga supernova 750 g2-psu

H105 CPU cooler

G.skill ripjawz x 16gb-ram

Asus vg248 monitor

And I was wondering why my pc will only power up sometimes, yesterday after reseting the CMOS it starte working and ran fine but today I tried o power it on after it had been shut down for 24 hours and it won't turn on sometimes after pressing the CMOS reset button the hard drives turn on for a second but the motherboard never turns itself on and after 30 minutes of troubleshooting doing different things I'm wondering if there's something wrong@.@?

There were also 2 230mm fans turned on yesterday but since it wouldn't work today I tried unplugging the 2 and still no result I'm lost so I need help all drivers are updated except the bios which I probably should have done first... Please consult

P.S the mouse keyboard work they are always lit even when the mobo is off I find that weird

So I have another symptom showing up where the psu is doing a clicking sound every second ad the fan is trying to spin up dyer every click but stops and my keyboard and mouse and graphics card LEDs light up but not my mobo. Any info would be of help
