Horizontal Tearing

I just recently got a new 970 gpu and ive noticed that in some games like the new dragon age game i get some horizontal tearing. But its not just in games either, it happened when im scrolling through a web page as well. Is it my card causing it or my monitors? Ive tried turning on adaptive Vsync in the nvidia control center and turned off Vsync in game and RTSS. My refresh rate is 60hrtz.
