Network download speed problem

So I built a new system and I installed the drivers and normal stuff like that. My problem is that when I download something like steam which is only like 1mb it stops downloading half-way. I have fast internet, it says my download speed on speedtest.net is around 40mb. I am really confused and need help badly. Thanks in advance for the help :)

try to disable antivirus. (don't forget to enable it after)

try to disable phishing and malware protection if you use chrome
