Inexplicable RAM usage

32 bit only allows roughly 3.2GB of ram, that's why. So you're basically wasting $130 in ram until you can get 64bit windows.

alright, so I just built a new rig, minus a graphics card and decent OS (using an old 32-bit version of 7 I had lying around), unexpected bill needed to be paid instead. Anyhow, I am running a core i7-4790K, with 16GB of Kingston Fury Black. I'm using the onboard HD graphics, but

I still don't think that I should be using 50% of it just typing this into Chrome, only tab, only thing I have running and the thing is off the charts. any idea of what could be going on, or is this normal? I would greatly appreciate some help, thanks.
