weird framerate display

recently when i've been gaming in windowed fullscreen mode, i noticed that when i tab back into a game with any other application active the game looks like its running at 25-30FPS f, although my framerate is well in the 200s can anyone help me with this

 

 

 

edit, i fixed it... the latest windows updates were at fault and after restoring my pc its fine
