Internet speeds.....throttling ?

So I have been having this issue for quite some time now. For the longest time the internet has been massively slow all the darn time.  Sometimes when i download something like something 2GB on my download manager it shows it starting at 600 kbps then going up and down, up and down until it hits roughly 100 kbps or 89 kbps then keeps going up or down. I have tried some things to see if my ISP is throttling internet like shaperprobe which shows me odd speeds like sometimes 4000 kbps for down and 1982 for upstream. It seems upstream is unaffected but downloading something slows the internet down. I can't even watch a youtube video because it keeps stalling and keeps trying to be clear then fuzzy, clear then fuzzy again. Can someone help me out and remedy this issue?   

 

I am using WiFi. My ISP is comcast.

do a test and if this is happening than is 100%.. you can't do anything.. just call them over and over again and see whatt hey have to say..

Time to use a VPN!

 

What I did was download a trial of Hotspot Shield for a day and Comcast got their sh*t together and let up.

 

I get your problems man. Comcast is the only decent option for acceptable internet speeds around here...

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.

Doesn't a VPN slow down your internet or what does it do exactly ?

Well, if you use Ookla when you have a VPN you kinda see really fast. It shows up as a different location on speedtest.net and the speeds are a bit lower than our standard 50 down, 11 up (they were like 28 down and 5 up) but it stopped the very day after.

 

I'd like to think I scared Comcast into giving us what we paid for :P
