so im trying to set a static for my plex server and my min craft sever but for some reason i dont have IPV6 and 4 installed why is that and i dont know how to install them

Static ip has nothing to do with where you are.

you need to portfoward, from router/modem/gateway. 

whos your isp?

Actually, for setting a static LAN IP he's where he's supposed to be.

Plus, port forwarding only works temporarily without a static LAN IP.

Looks good to me. Is your PC set up to allow this port (Windows Firewall)?

The service needs to be running for a port scanner to be able to detect an open port.

to set a static ip just use this program i will put a link and you need to do is install it and select static ip

With Control Panel being in Category Mode I go to:

Control Panel -> System and Security -> Windows Firewall: Allow a program Through WIndows Firewall

 

You may have to click "Change Settings" to elevate the window to Admin Rights

 

Then simply click "Allow Another Program"

 

EDIT: As for your other issue, try uninstalling and reinstalling the network card through Device Manager as per http://support2.microsoft.com/kb/308939

Did you see the link I edited in? You might've missed it.

There are other ways to do it than using the GUI (http://tweaks.com/windows/40339/configure-ip-address-and-dns-from-command-line/, you'll need admin rights on the command prompt) but the GUI definitely is my preferred way to do it.
