Which build is better? Is there anything that I could improve in these two builds?  He would like the price to be around $600-$700.

Any feedback is appreciated.

Thanks.

Intel, but get 2x4 gigs of RAM, not 1x8. You want it to run in dual channel (will be faster).

It depends ... both builds have there own strengths and weaknesses

  • The Intel will game well ... but is a dead end ... no chance to OC  and not a great rig for productivity or multitasking
  • The AMD will multi task and can be OC'ed and come close to the gaming performance of the Intel

An i5 will multitask fine.... Sure it might not be able to do video work while you game or something like that, but it will multitask plenty well.

Can't believe you didn't look at the R9 290's, they cost the same as that R9 280x, but it's much better. If it was me I would choose the AMD PC for overclocking enthusiasm. If he doesn't plan to overclock he should get the Intel build.

These intel and AMD bulids look the same.  Do you have an Intel version?

That skimps on the CPU way to much. It might bottleneck the entire system.
