Cant Download anything

So yesterday I started screwing around with custom themes.. I got Rainmeter, a skin for rainmeter called Tech A, and then a windows theme Appows Peek.  Since then I havent been able to download anything off any browser.  Chrome gave me the error of "Insufficient Permissions"  Firefox's download screen never even opened after I repeatedly clicked the download button.  And IE came up with the downloading thing, went to 100% and then nothing happened, and I cant find where it downloaded to if anywhere.  A problem may have been i messed with the Shell32.DLL file, backed up my old one, the new one crashed my comp but then I just replaced with the backup and I was fine till I noticed this.  The Chromes insufficient permission thing seems to be adding up, Ive had a few permissions problems with other things, but I gave myself full power to my Downloads folder, and full permissions on chrome itself and I still cant download.  AND it wont let me change the download folder.  I scanned with Avira and Windows defender to no avail as well. HELP.

Cant believe I never thought of that, have a restore a few hours before i started.  Ill be back with an update!

Have you ran your antivirus?

 

What antivirus are you using?

I ran with Avira and malwarebytes to no avail.  I just reinstalled windows, I've been wanted to do this for a while anyway and now I have a legitimate reason to do so.  From now on I'll be using Avast! though.
