Game File Editor

I have seen a few of these programs that allow you to edit things for games. http://www.mediafire.com/download/ihkbd3jjvolkc0t/NCAA_Dynasty_Editor.zip  In this case NCAA Football. But all of them are for 360. Does anyone know a reason why they couldnt be made for PS3? Is there a hardware / software issue with it? Could someone here find a way to make this one work with PS3?

Well there are plenty of safe game editors out there: http://hyperkin.com/playstation-3/game-genie-save-editor-ps3.html

 

But they are as far as i know illegal.
