You can jump start it with a paperclick or some type of wire.

Should just be one side of the wire on green, and the other on black.

Short the green PS-On wire and a black ground wire. Used that image above to know the pin-out of the connectors. If you have one, you could also check the voltages with a multimeter.

 

Of course, this only see how if it turns on with no load on the PSU. You could always build your computer outside of the case, short the power switch header to turn it on with something conductive, and you can see if the PSU as well as your other components works
