Youtube network partnership legit or no?

I've had legit network partnership invites before, but I've also had fake ones. It's tough for me to tell with this one.

I was given a message by "Rule" recently. I clicked on their name and was linked here. They seem legit, although the fact that they only have three videos seems a little suspicious to me.

Also, in the message (I'll link below) they mention keeping my youtube partner status. I thought you were connected to only one network at a time? Doesn't that mean that my Youtube partnership would have to go away?

This is an ad, they want to you to go a non custom URL and apply for thier network I'd ignore it.
