My computer > Properties > Device manager ( top left ) > USB > Right click first USB Root Hub > Properties > Power Management > Tick 'Allow computer to turn off this device to save power". Repeat for all the others.

Odd they were already ticked

This is odd, did you update your motherboard? Also recheck BIOS settings, reset them to factory and set them again.

My MB (most of them do) have support for charging devices when PC is turned off, but keyboard and mouse doesn't work then (at least no light until I turn PC on). If I plugin my phone in same USB port it will get power from it.

Edit. Forgot to add, in any case if you can't fix it, Enable EuP Ready in BIOS.

Looks or soulds like you having the USB devices hook up to a power USB port. Try using a different USB port for the devices. Power USB ports charges USB devices like phones, MP3 players, or tablets, when the computer is turned off.

Another solution is you have the wake up event turned on in the bios for the keyboard and mouse. Turned those settings off in the bios.

Dave suggestion might work. I do not know if window settings will over ride the mb bios settings.

Check and see if your mouse and keyboard are plugged into a red USB port, those ones are always on.
