Way too low budget for anything gaming.

No OS is normal. It's mostly FreeDOS then. You can install linux or buy windows or if you are a student and have dreamspark it's a great option.

Yeah, but look at the price...

Prices can't change after you change currency, so VAT was untouched too.

Prices can perfectly go up... here thing went up by 4-5 times... for example you'd get good cup of coffee for 100 PTA (0.6 €)... When the change occured costed 2.50 €... just an example'

Prices in Latvia were closely monitored and there were massive fines for raising them. Prices barely moved.

i don't know really know where he lives. Then find one with a amd cpu because the amd integrated graphics are better than intel hd graphics.  

yes amd integrated are good but just get a seperate gpu if possible
