HPET, TSC and LAPIC timer?

So I got a suggestion from my 1st post on system stuttering to check my HPET setting (thank you YoloSwag) which lead to some checking on the internet on my part regarding what it is.

and...i have to say, after all the checking i have done, i am still not 100% sure on whether to turn it off or on.

 

Can someone here advise me on this matter?
