IDE funny business

Hi all,

 

I'm learning c++ among other programming  languages. Problem is, everytime i create a new project in my IDE (microsoft visual studio 2013) I get this popup.

The same thing comes up occasionally when I boot windows up. I had previously disabled internet explorer but since I've turned it back on to no avail. I suspect it may be a spyware but I've done a system scan (granted with windows defender) which came up with nothing. Thank you for any help i revive in advance. 

 

relevant info:

OS - windows 7

I've got two hard drives and the IDE is installed on a separate drive to my OS if that makes any difference.

does anyone have any idea what might be going on? Ive still had no success and this is starting to hurt my productivity...
