Recommended GPU for gaming rig?

I'm trying to decide what GPU would be best for my system. I want to play most modern games at 1080p 60fps at near max settings (If max isn't possible) My budget is less than $1100. Or if you guys think it would be better, my backup plan is to just bite the bullet with an R9 290 for $1200. Thoughts?

 R9 280 is my recommendation for a gpu.

Get the 290. It's a fair bit better than the lower tier (280x/770) and a fair bit cheaper than a 780 at essentially equal performance.

That 290 would break your budget unless you gutted out for an AMD rig.
