So having the stronger CPU on the HTPC would be more beneficial? Or would both have to be stronger?

For the streaming rig, I think a better GPU would be good (yours will be fine), since it will be actually playing the game. The PC that is receiving the stream needs to be able to decode the video coming from it better (I think it does H.264), so that's where I believe a stronger CPU would be beneficial. Of course, you may not want to run it on integrated graphics though, and maybe use something like a 750Ti or R7 260x (in terms of power).

I've got a few questions about building an HTPC and I'm hoping you guys can help me out.

 

I've got a Dell 77 main board, a case, a PSU, and CPU cooler already and I'll be getting a HDD shortly.

 

My question is, what CPU should I get?

 

I've been thinking of getting a 3570K and swapping it with the one in my rig but I can't justify the price. I'm mainly going to use it to stream the internet (Netflix, Hulu, YouTube, etc.) and do some of that Game Stream stuff.

If you feel the need to get the 3570K, I would do it. But you really would want to have a stronger CPU for game streaming, since it is a little more CPU-intensive, as I recall.
