Need help changing Windows 8 language

I recently bought a Dell Xps 12 off eBay and when i received it I found it was originally set to Portuguese, I have set the Display language and the system locale to English and it has fixed most of the problems, however some things still appear in portuguese, like a few options menus and titles(eg. When hovering over the volume bar it says"Auto Falantes" instead of volume, and Painel de Controle in the settings app). Is there any settings that I have missed or is there any programmes that will set it totally to English. I am running Windows 8.1 Pro 64 bit.

If you go to Control Panel\Clock, Language, and Region\Language and add English as language it should offer the option to download display language and select it as primary one

I have that done, and it works for the most part, but there still are a few things that havn't changed, I have also changed the system locale for things that dont support UniCode but that hasn't seemed to help either.

Did you apply Override for Windows display language in Advanced Language settings an copied the language settings to welcome screen, sys accounts and new user accounts?

Yes, all overrides are set to English and Copied to all three
