Outline Effect when moving in multiple games

So, I have noticed in multiple games now that when I start to move my character, and the camera moves, there is a strange outline around objects and the contrast drastically changes. I do have a 144Hz monitor, which I run at 120Hz, the ASUS VG248QE. I have two evga gtx 780 SC ACX cards in sli, which have no problem running the games. I noticed this effect occurred before I got the second card, but only noticed it when I started gaming at higher than 60 fps. The odd thing is, when I set the monitor to 60Hz the problem still persists. I'm wondering if this is a monitor problem, game problem, or GPU problem, but can't wrap my head around it. Also, it doesn't happen in all games, but notable ones are payday 2 and dark souls 2, while games like bioshock infinite and borderlands 2 look great at 120Hz without the odd outline and contrast problem. The effect is not nearly as prominent in the screenshot as in game, as there is barely an outline on the screenshot, but you can tell that the post is a bit darker.
