Underclocking/volting FX9590

I'm looking at the stats of the 8350 and the 9590 and it got me wondering.

 

8350

Power Description        Thermal Design Power: 125 W

 

9590

Power Description        Thermal Design Power: 220 W

 

If a 9590 was made to run at the stock speed and voltage of the 8350 would it generate ≈ heat?

Yes that is about correct but the 9590 will probably produce a little less heat because it's binned.

Yes. If the 9590 was running at 8350 frequency and voltage, it would produce the same amount of heat.
