Some of them come @4.0Ghz and some will come @4.2Ghz   Mine came @ 4.2Ghz

Most processors have this "turbo" feature, it dynamically changed the clock speed of the cpu, depending on the type of load it's under, I suppose your could call it auto-overclocking, but it really isn't, these chips are designed to run at 4.2GHz. If you run prime95 on one CPU core, you will notice it will be at 4.2GHz, but on all eight it will go down to 4.0GHz..

The cpu is just designed like that. It will run at lower frequencies when it's not under load to improve efficiency and when needed will speed up to maximum frequency, which is 4.2 ghz (on a single core). I'd leave it like that, it's just the optimal setting. Manually turning it down won't improve noise much anyway.
