I have two KRK Rokit 5 G3 speakers and they both work, but when I play music or do a sound test, only one speaker plays. I switched the speakers and put the one that wasnt working in place of the one that was working (cable-wise) Then the one that WAS working isn't working anymore and the one that WASN'T working is NOW working. I'm extremely confused I have everything wired correctly

Most probably the cable or the plug. Try using another cable.

Edit: there is one more possibility, that is you accidentally set the balance to one side only. Check your audio settings again.

There is no balance setting in the control panel audio settings.

Don't you need some kind of interface for those? What are you using to connect them to your PC.  In other words, what is your whole setup?

I have a Focusrite Scarlett 2i4 audio interface, an RCA unbalanced cable for both monitors. The Audio interface is plugged into the USB port at the back of my computer, I have the Monitors plugged into the Audio interface. Simple as that

Yes, there is, haha. But yes, I checked and both are at 100. Balance is fine and everything
