or nearly any book on c++ theres alot of good books pick one and start and do all the problems with some random side project for yourself. its the easiest way to learn

Maybe start with a language that has great networking support in libraries, such as Python.

For a good programming book for someone new to similar languages like C++, maybe Stroutrup's 'Programming Principles and Practices using C++' and start from there. 

Stroustrup's 'Programming Principles and Practices using C++' is a good book but its more aimed at beginners at programming in general (at least when i looked at it it did), if you want a good in depth book about C++ i would go with his 'The C++ Programming Language'. I personally found this book to be a really good start to c++ but its also a good book for overall programmers, plus it was just recently updated.
