9070 XT Boot issues

Hello I am having trouble getting my 9070xt to boot with my setup. Here is my build

x570 tuf asus mobo

5900x cpu with 360 aio

128gb of G skill ram

1200 w psu

I have tried putting the ram at default speeds and also removing down to just one stick to try to get it booted with the 9070xt but still get the white light

I have 3 separate PCIE cables to power it so no issue there. I have not tried updating bios on mobo yet I dont think that is the problem everything on armoury crate is updated (let me know if still should update it) 

I have a 3060 that has been running fine and used to have a 3090 (shoulda never traded it lol) I have always been nvidia but now I wanted to try team red but having trouble. This has happened with 2 9070 xts so I doubt I got two bad cards

would really love to use my 9070 xt please it would be a huge upgrade to my 3060.
