Custom built PC wont POST

Hi there,

I recently built a new desktop for streaming. However after plugging everything in and pressing the power button, the fans spin and everything seems normal, however the CPU and RAM lights are both red, and I have no POST. My specs are:

• CPU: Intel Core i5-10400
• GPU: Nvidia GeForce GTX 1070 Founders Edition
• SSD: Kingston 1TB NV3 
• RAM: 16GB DDR4 Gskill Ripjaws V(8GB + 8GB sticks)
• Motherboard: Gigabyte AORUS Elite Z490
• PSU: be quiet! Pure Power 13M 750W 80+ Gold

So far, I have also checked/replaced the following:

• Made sure RAM is seated properly and plugged into correct slots - also replaced RAM
• Made sure that the CPU is seated properly in the LGA1200 socket and verified that there are no bent pins
• Checked that the CPU cooler is plugged in correctly and in the right port.
• Replaced the entire motherboard with new model - same result
• Checked that all the PSU cables are plugged in properly

I am running out of options here so if anyone could try to help me fix this issue then it would be greatly appreciated. Thanks.

What happens if you try to boot with only Motherboard, CPU, RAM and the power supply ?

If it still won't boot, try putting those components out of the case on a non-conductive surface.
