There are many different 4070 Supers.. What particular model are you looking at?
Maximum GPU length is 360mm in the 4000D and this is quite a lot.. My massive RTX 4080 Gaming X Trio is 337mm.
A front mounted radiator should drop the max GPU length down to 330mm, or thereabouts.
It really shouldn't be a problem.
