I decided to buy a 16gb gskill Ripjaws V f4-3200c16d-16gvkb memory kit from newegg that was on sale to go with My other kit That is exactly the same but my new memory kit came with a bad stick

Since I live in Rio de Janeiro i can´t RMA. i found a G.SKILL Ripjaws V 16gb F4-3200C16S-16GVK stick for a good price My question is If I put 16gb and a 8gb stick will it do dual channel with my other kit Populating all 4 Memory slots.

DDR4 is more forgiving when mix and matching different RAM sticks from different sets. It should even be possible to run with 4 sticks from 4 different kits if the timings are not too different.

As for running 16 GB on a channel and 8GB on the other channel, the first 16GB or RAM should act as dual channel while the next 8GB working in single channel. 

Linus even did a video on mix and matching RAM sticks if you are interested to know more.
