Shut down fully, unplug AC, hold power 30s.
If possible, pull the CMOS battery a few minutes or hit BIOS reset.
Then clean install the latest NVIDIA driver again.
That usually clears the Code 43 loop after updates.

Last night before going to bed i clicked shut down pc + windows update,
Today im turning on laptop and i instantly see that my external monitor is not showing anything. i have external monitor and in multiple displays its set as main monitor. Then i see that nvidia control panel is not working, in device manager 1070 shows up with yellow triangle "Windows has stopped this device because it has reported problems. (Code 43)" if u go deeper into events it says "Miniport driver failed to start device with status 3221225626" in hwinfo it says that gpu is 53-56c so it on i guess, but in resources it says that it's not using any because has a problem.
so right now in display settings my laptop shows up as display:1 Wired display. 1920x1080 1.000Hz bit depth 8bit connected to microsoft basic display driver. in advance settings i have only one option to set hz as 64hz , but when i move mouse it feels like it should be 120hz, did cleanup with ddu bunch of times, tried reverting windows update, if downloading drivers from geforce experience it says install then after everything is completed it says install again, also tried reseting pc while deleting everything, when it finishes it says that ran into problem and no changes has been made. So idk whats going on, since yesterday shuting off laptop everything worked perfectly. and if i connect hdmi now my monitor says that no signal.

Edit: forgot to mention that my laptop battery has a problem and sometimes i need to hold power button to do hard reset and today happens that i also had to do that.

(solved); laptop in bios even in advance u cannot do much, so i didn't even thought about doing reset, but well i did now 1070 working fine...

Try revert the windows? Something might have gone wrong in the update. If you have an image before you installed you can go back to that windows.

If you do not have security copies of windows, then fresh install might be the way.
