Windows doesn't actually turn off by default, it goes into a "sleep mode" a "feature" to save you about 30 seconds when restarting.

 

To turn your computer off off:

In the Start menu, look for the power icon, which is a circle with a vertical line at the top. This is usually situated at the bottom of the menu.

Select Shut Down: After clicking on the power icon, a small menu will appear showing three options: Sleep, Shut down, and Restart. Click on "Shut down" to turn off your PC completely.

Orange light could mean a board standby LED or a fault code often RAM/CPU issue.
After removing power, re-seat RAM and GPU, check 24-pin + 8-pin CPU cables are firmly seated.
If it still ignores the power button after reseating, it points to either a wiring issue on the case switch or a motherboard fault.

This was true when booting from an HDD. With recent systems and SSDs, it makes no distinguishable difference. My own computer boots in 8 seconds from cold for example.
