No display when PC Boot

I’ve been having an issue where my pc would turn on and back off repeatedly with the display on until it turns on and stays on but with no display. I have swapped out the graphics card with one that was confirmed to have worked. One other thing to note is that my USB ports are having issues where none of my peripherals seem to turn on when plugged in to it.

32GB of DDR4

asus prime z390-P

corsair 750 Watt psu

rtx 2080

 

computer was running fine before issues started recently
