I see these random colored squares in all modern games and I have no clue how to even start troubleshooting an issue like this.
Asked chatgpt, but it wasnt much help. It said that I might have an LED in my room that is causing reflections on the screen (lol).

I have a 6800xt gpu

yup, sometimes they are bigger, sometimes they are smaller. Older games dont have these, probably because of different use of shaders or something.

Try downclocking with MSI afterburner, especially the memory

Seriously does look like something is reflecting on the screen. 

Typical a dying produces artifacts and total system crashes, not weird colored blops like these. My guess would be your monitor is faulty.

Already tested on  3  different monitors unfortunately 😞 its weird because its stable enough for the system to not crash but not stable enough for these weird artifacts to appear...

Never, ever have I seen this with a "dying" GPU. Always other looking artifacts. 

Have you tried DDU? Maybe this is a driver problem. 

Blasty suggested downclocking, and yes, that can help if memory has gone bad but faulty VRAM usually cause very specific blocky artifacts, not these colored blops, so I don't believe downclocking will help you.

Also another Idea thats possible

Could it be the game? Cause at least in the vid it seems like everything happends BEHIND the trees which is odd as well and we havent seen OP try a different game than this one and silent hill 2 is a very poorly optimised and buggy game

If you wanna correct smb do so with logic not anecdotes and feelings

Right, if it keeps happening after Windows reinstall, then yeah, does sound like a hardware issue. I guess last thing to do before confirming the card dead is to test it in another system, see if the same errors appear.

This looks more like typical GPU/VRAM artifacts yes, big blocky artifacts. This is way more normal than what OP shows.

Just as a quick update, i finally got around to testing the gpu in a completely new enviroment (new system, cables, everything), and the same artifacts appear accross multiple games, so it seems like the gpu is dying, its just doing it in a very weird way ;(( rip
