I just installed my first new GPU in 8 years (1080 Ti), and my very first AMD GPU ever (9070 XT). But I’ve been having some issues since I installed it. Most notably with a couple of my non-gaming programs acting strangely since installing it. The 2 programs in question are Steam, and Logitech G Hub. They’re both behaving pretty much the same way. Here’s what happens: when I first boot up the PC on a new boot cycle, they open normally. However, during that same boot cycle, if I close them for whatever reason and try to reopen them, they won’t reopen for like 2-3 minutes. This issue persists until I restart the PC, and open them for the first time on that boot cycle. Steam will “open” and be shown in the task manager, but it won’t actually bring up the window for several minutes. When I close and try to reopen G Hub, the window appears, but it just plays the splash screen opening infinitely and won’t let me actually click on anything. I’ve never waited long enough for G Hub to see if it actually would open unlike Steam. 
 

It seems incredibly odd to me that I would have issues like this appear immediately after installing a new GPU of all things, but that’s what’s happened it seems. Does anyone have any ideas?
