I have been having a recurring issue for several months now. Fairly often, my mouse will freeze, and remain frozen until I unplug and replug in my mouse. I have found that I can stop it from happening if I have a game open, even in the background. At a minimum, I know that Escape From Tarkov, CS2, and Subnautica have this effect.
Less frequently I have seen a similar behavior from my USB headset, where audio cuts out until I unplug it. I am not sure if it is related.

 

At this point I have tried

- Reinstalling Windows entirely, as well as upgrading to Windows 11.

- Replacing the mouse

- RMA'd motherboard, CPU, and RAM.

 

Not really sure what else to try at this point.

 

My hardware is:

Motherboard: MSI MAG B760

CPU:  Intel i7-13700K

RAM: Corsair Vengeance DDR5 32GB (2x16GB)

GPU: Zotac RTX 4070 Ti Super

PSU: Cooler Master MWE Gold 850W

That's interesting. I'd suspect power delivery honestly. Anything in Event Viewer? Or changes in Device Manager when it happens? 
Could be that the CPU is frying itself/the mobo. Did you install all he micro code and bios updates on the new combo?
Have you tried keeping them in different USB ports?

I have changed the ports around (out of necessity, I have to have them accessible due to the frequency I need to unplug them). Hasn't helped. I have updated my BIOS as well, which has not solved it.
I'll take a look at event viewer and device manager, though its tough to debug, as I haven't been able to find a way to reliably trigger it.

Also, seems weird that it would be power delivery, as the problems go away when running games. Seems odd that it would fix the issue when drawing MORE power.

This is actually an interesting thing about PSUs: they have a range of power delivery that they are good at and just capable of delivering power across the entire spectrum of their rating. I had a PSU I needed to replace recently because it was unstable at low power but rock solid at higher power. 
That being said, I'd me more inclined to believe it is the mobo going wonky

I have tried replacing the motherboard entirely, which has not fixed the issue. Granted, I swapped it with a replacement of the same type.
