I have a somewhat unique issue with my MSI R9 280x. I get in-game (almost any game you could think of, excluding source engine games sometimes), gameplay is buttery smooth. Every now and then, there will be a 15-30 second period where the frame rate drops to under 30 fps and stays constant for the duration of this period. I read about somebody with a Sapphire 280x with the same issue, and he fixed it by using Afterburner and setting the power setting (the one that ranges from -20 to +20) to +20. Though, this did not work for me, I was hoping somebody could help me resolve this issue.

Yeah, I have tried overclocking it to see if that would help, but it didn't. That only increased max framerate, but still ended up dropping. I understand that it very may well be throttling, but I am not sure why. Temperature seems okay at least. I'm away from my computer for most of this weekend, but I'll be there soon.

dont oc it, lower the clock speeds instead
