Budget (including currency): ~$2,200 with the 4080 super

Country: US

Games, programs or workloads that it will be used for: cyberpunk 2077, fortnite, single player games, open world games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

What are your thoughts for this build? What could I do better? Also I plan on getting the 5080. If I'm not able to purchase one, I will keep the 4080 super. I keep having people telling me not to overspend on a motherboard, and then others saying the cheap motherboards are terrible, and then people saying all b650 motherboards are the same for gaming. So this sort of has me confused as a beginner to pc building. All I know is that I would at least like to have WiFi 6E, and for it to be able to deal with the 9800x3d and also possibly the 5080. I don't at all understand the PCIe 5 and 4 stuff, I hear reviewers docking points for motherboards not being PCIe 5 but then others saying you definitely don't need it.

This is a decent build indeed.

I would like to see a better motherboard, you don't have to go crazy with price either.

A full ATX motherboard will also look better in the case.

I am seeing a white theme as well so a white motherboard would be cool but that would increase the price.

A Gigabyte B650 EAGLE AX - MSI B650 GAMING PLUS WIFI are nice boards without breaking the bank.

Do you think I should wait for the Eagle AX to go down to 140? It looks like it was at 140 a month ago? Or will motherboards will go up in price when the new gpus come out?

Its up to you.  Motherboard pricing has little to do with new GPU's coming out.

You can probably find a deal at some point or you can buy it now, 20 bucks is not really that much difference ( considering the price of all the other parts )
