Could be the VRM on your motherboard that is overheating or is underpowered for the higher tier CPU you put in.

Which motherboard do you have ?

There could also be this:

Go to device manager - view hidden - uninstall the drivers for the old cpu. There should be one listing for each thread.

Another comment says to disable fTMP in the bios for some weird reason and somehow that worked for someone else

You could try to turn off TPM trusted computing in BIOS if you're still on Win 10. This was causing stutters previously but may have been patched with later BIOS versions.

Did you update to the latest most recent BIOS or did you pick the one your motherboard manufacturer said was the bare minimum for that CPU ?

It could also just be that your CPU cooler is not making proper contact with the CPU and it's overheating, which could cause the stutters. Check your temps with HWmonitor (zip version is portable, no install needed)

Did you clear the CMOS after installing the new CPU ?

If all else, you could do a full backup, reinstall windows to see if that fixes it. If not, recover your backup.

i updated to newest bios

one of the things worked.

A320M-s2h + 5950X is a recipe for disaster. Weak, terrible VRM paired with the second most power-demanding AM4 CPU.

Not sure how high the risk of fire is, but the board is going to burn.
