There is no calculation that will give you a reasonable number single number that does not have a dozen caveats.

All computer are 100% bottlenecked all the time, no it does not mater if its CPU or GPU. 

at 4k, you will probably be fine with that combination in most games.

bottleneck calculators are stupid dont trust them but gpu will definitely be your main bottleneck at 4k

 

btw 7900xtx is similarly priced to the 4070ti super and it beats the 4080 so this is a better option if you dont care about rt or nvidia features
