Nvidia WhisperMode constantly Enabled

How do I disable it?
I have Nvidia RTX 3050 6GB Mobile, and I5-13500HX.
The GPU doesn't go over 25W when gaming, so its outputting low performance, when the limit is 95W.
Any way to fix this?
- It is not Asus laptop, its Dell G15 5530
   ( I5-13500HX iGPU ; Nvidia RTX 3050 6GB dGPU ; 16GB DDR5 )
- WhisperMode is disabled in GeForce experience.
- Power plan is on Ultimate Power Plan
- There is no option for whisper mode in Control Panel

The problem I'm having is that when playing more demanding games (Rust, Ready or Not), once started they go with 100+ FPS with fans at full speed.

After a minute or so, the fans quite down and the performance hits <25FPS.
GPU utilization is 100% with temps of ~60C and power consuption of 25W max when playing and having 100+ FPS
while 100%utilization with 58C (yes, the temp was constant while playing) temp and power consuption of 25W max <25FPS

Even tried every settings, for example Rust, I tried
Potato settings no V-Sync 1080p <25FPS;
Medium settings no V-Sync 1080p <25FPS;
Medium settings no V-Sync 1336x768 <25FPS;

Any resolution or graphics setting yields the same result.
Then I saw that the WhisperMode is on, in Nvidia Control Panel > Help > System Information, even when disabled in GeForce Experience.
I enabled it and disabled it in GeForce Experience "WhisperMode 2.0",
I did a clean install of drivers, but still the same.
