Eprom Programmer

Hey everyone so I know this is more for PC questions but im not sure where else to go. So recently I bought a TOP853 Programmer and ive been trying to make NES repro carts and I am having some troubles.I have been trying to burn the prg rom with my top853 ive set the delay to 2ms, 5ms, 10ms, and 20ms, aswell as using a powered usb hub with it to supply more power  and it keeps failing halfway through the burn. What am i doing wrong ive covered up the window on the eprom and i have filled the buffer and checked the eprom to see if it is blank. 
I am using AM27C020 12.75v eproms. Please Help.
