working GPU doesn't work in other computer

this is the weirdest problem I ever faced. I have 2 computers, I swapped the gpus, one doesn't work. swap them back, both are fine.

 

they're basically the same GPU. 1060 and 1080. I get no video out on my intel 12700 PC with the 1060 in it. mobo has video out but the GPU is blank. software isn't relevant because it can't even show the bios. hardware isn't broken. how is this possible??? I tried reseating like 5 times. also the 1060 used to work in this exact PC just last year.

Try a CMOS reset.
