Yeah, that should be good enough.

Budget (including currency): 760€

Country: Belgium

Games, programs or workloads that it will be used for: Flutter, occasional C#, ML (I will add a 3060 in future but I couldn't currently fit it in without making a compromise I wouldn't be comfortable with, so colab will have to used for now).

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): This list is from germany because it's cheaper and my dad has a prime account so shipping is also free:

Your mobo doesn't have built in wifi, but that's fine if you have ethernet. Other than that, the build is pretty good!

Thanks! I had my doubts with the HDV, but apparently it managed to OC the 7950X so that satisfied me

On the other note, cpu may run a bit hot, and I would recommend watercooling, but its not that big of an issue.

It's Ryzen not Intel, it's fine with Thermalright's Dual Tower

though it is the X version,

I would also recommend mesh case, so that the thermals can be as good as they can be,

and non-x 7900 version if it's worth for you to pay ~20€ more, at stock it runs cooler than 7900x, but if you plan enabling PBO, they will run similarly warm,

Did you mean to put the non x version? well, for more money, I wouldn't really recommend the non x version, although it has a lower tdp, as long as you have the x version in Eco mode, it will be fine. I don't even think you need to do that necessarily, but you could if temps rise a bit.
