Crossfire strobing

I have two AMD 7850s in crossfire on my ASUS P8z77 pro motherboard with a 3770k.

 

Just wondering but when ever my frame rate drops below the refresh rate I start to get a strobing effect. It seems like one frame is slightly brighter than the previous frame, as if the screen contrast is going up and down with each frame. It is quite noticeable and pretty annoying obviously.

 

I have tried several monitors and each produce the same results, the only way to stop it is to not use Crossfire. I am using the latest beta driver 14.6 but I've tried every driver of the last 6 months and am still getting the same result.

 

Anyone have any idea on how to stop it?

Forgot to mention this only happens in DX9 games DX11 is fine.

 

Could it be a hidden driver issue no one has fixed or is it something on my end?
