PC stopped working

So I plugged in my pc after cleaning up my desk and the case I did remove gpu and replug it and used a blower to blow some dust out of the case (which i do every 6 months) but this time when I plugged in my pc it stopped working 

 

The fans start spinning and then they stop this keeps happening I tried plugging in a different outlet to make sure it wasn't the switch board but It didn't work there either so I am thinking it's a psu problem . I have a generic Iball psu which cane with the case

first of all that psu is poop tier replace it when you have budget for it. About pc - try taking out your ram and clean the contacts of ram with rubber ereaser then chuck it in again and probobly will work.

Yeah this helped the pc started working but this fan is still not spinning

can you spin the fan freely by your finger ?

Yeah I was able to but It didn't help and the pc stopped working again I am thinking of taking it to a repair shop
