That 2070 probably came out of an OEM system, which used the weird shroud extension for support and maybe cooling. There's probably a couple screws or plastic clips hidden around the edges.

 

Assuming it works, $50 is a great price for that card!

Probably a support bracket that holds the GPU in place (so it doesn't come loose during transport), this card is most likely from a prebuilt computer where it attached to the case in some way.

English is not my first language, so please excuse any confusion or misunderstandings on my end, also I like to edit my posts a lot.
