Cpu temp high when booting up

When I boot up my pc my cpu temp is around 65 degrees on idle. Then when I restart it it goes down to 40-45 degrees. Then when I shut it down and turn it on the next day, it does the same thing.

My cpu r7 5800x and aio is lian li Galahad trinity

make sure the AIO is fully seated with paste, i had this issue not long ago and it was my AIO plug on the mobo itself and it is a brand new mobo too i swapped the AIO to a different connection on the motherboard like cpu or chasis fan and it fixed my issue.
