 So my gpu was starting to act weird for the last 3 days thought I might need a clean so I did then I noticed that the gpu temp was resting around 95c an was like that's not good.  I noticed that the fan blade is actually lower as in if I physically push the fan on the gpu up it starts to spin and cool so can I repair that or do I need a new one?

So did you clean it before it started acting funny? Have you tried downloading MSI afterburner for example and just setting fan speed to manual, cranking it to the max?
