There should be a way to set a global input in steam input in steam settings under the controller called "desktop layout." Unless you are using it to navigate your PC, you should be able to fix the issue.

As @ARandomPerson said, using steam is your best bet. You can always just add your browser as a non steam game as well, if the desktop layout doesn't do what you want.

 

Another option would be using a controller emulator that you map your pro controllers inputs to.

There should be in steam settings under controller a layout that is global (not just on steam games) that is configured for using your controller for navigating windows. You should be able to edit that config to the layout you prefer on chrome. I was able to do this with Mc Java when it wouldn’t be recognized in non steam games.

Was chrome actually closed before? Also check in the task manager. I know that at least edge just keeps most processes running in the background. If you actually want to restart it, you either need to kill it or set the appropriate settings to make sure it fully closes when you exit out of the application.
