I just finished building my PC. I installed Windows 11 and updates and everytime my PC attempts to install the GPU (a GTX 1660 Super I bought second hand on Ebay) Drivers it crashes and restarts. It makes a hardware disconnect sound and the screen goes black at the same time. After that my PC restarts and sometimes it will go to the login screen and sometimes it start the automatic repair. After the repair I get to my desktop only to open device manager and see that the drivers have a yellow warning sign next to it. I tried installing Windows 10 instead and I get the exact same results. I uninstalled the drivers and used the driver install wizard from the nvidia website. It gets about half way through and crashes the PC yet again. Hardware disconnect sound and black screen. I tried GeForce Experience and it happened again. Is this a hardware issue? Can I fix this? Or should I just buy a new GPU? I should also point out that the second PCIe slot does not read the GPU amd displays a VGA error.

Try running a program called DDU, it fully wipes the system gpu drivers to give you a clean slate to then install the Nvidia drivers. Check out an explainer video on youtube for it if you aren't familiar.

Sadly you bought the most problematic board of them all. This Asus mobo has all kinds of weird issues and is being regularly RMA-ed, but it's expected for a product from bottom of the barrel. First check if its BIOS is up to date, if not update it and load default settings. Then as @sabgog said, DDU and let it clean the register, then try to install the latest drivers. Also what PSU are you using? It shouldn't be an issue for a GPU like that 1660, but if it's some Made-In-Garage brand, it could be possible to be failing at the slightest hint of load. Finally, make sure that this remaining stick of memory is working properly. Do a MemTest check. Run 2x4 passes. If it fails... well... we will talk then, cause a lot of things can cause this.
