Windows keeps disabling startup apps

So yea apps that are enabled keeps working

 

But disabled apps refuse to get enabled - any app it may be

 

Apps installed from Microsoft Store gets disabled automatically - but apps installed manually are enabled on default - but once disabled , I cannot enable it back

 

I just don't want to reinstall windows solely coz of this

 

Windows is barely 2 months and it starts showing its colors
